Every Texan deserves access to reliable, affordable, and comprehensive healthcare. My plan prioritizes women’s right to make autonomous healthcare decisions while ensuring care is extended to every community — rural and urban alike.
Texas already invests heavily in health: our state spends roughly $46 billion annually on healthcare across Medicaid, public health programs, and mental health services. For the current biennium, $103.6 billion — nearly one-third of the state budget — is dedicated to Health and Human Services, with Medicaid alone making up about $80.8 billion. These numbers show that healthcare is already one of Texas’s largest commitments.
And yet, too many Texans remain uninsured or underinsured. Texas still leads the nation in the rate of uninsured residents, proving that while we spend billions, we are not spending smartly or equitably.
We can do better. Texas closed the 2023 fiscal year with a record $32.7 billion budget surplus. If just a portion of that were reinvested into healthcare expansion, we could cover millions of uninsured Texans and strengthen rural hospitals and clinics.
By responsibly using our existing surpluses and creating new revenue streams, we can ensure that no Texan is left without care. This approach is not just about funding — it’s about fairness, opportunity, and dignity. A healthier Texas is a stronger Texas, and the resources are already within our reach.
Turning this vision into reality means putting Texas’s surplus dollars to work for the people, generating new revenue sources, and guaranteeing that no lawmaker dictates the healthcare choices of women. Texas needs to utilize these funds towards coverage expansion, cost reduction for families, and strengthening our local hospitals and clinics. By responsibly investing the wealth Texas already generates, we can guarantee that no Texan is left without care and that our healthcare system reflects the values of fairness, opportunity, and dignity for all.
