Texas deserves laws rooted in common sense, not outdated punishments. I support legal, regulated adult use for those 21 and older, with strict safety and testing standards to ensure quality and consumer protection. My plan also includes decriminalization and automatic expungement of past low-level offenses so that no Texan is burdened by a record for a small possession. Patients should have expanded access to medical cannabis under the guidance of their doctors. And legalization should create opportunities for Texas farmers, veterans, and small business owners to participate in a fair marketplace, not just large corporations. This approach will reduce strain on law enforcement, end wasteful arrests, and create thousands of jobs across agriculture, manufacturing, and retail.

Investing Cannabis Revenue: The Texas Growth Fund

Revenue from legalization will power the Texas Growth Fund — a reinvestment plan designed to strengthen critical public services while easing the burden on property taxpayers. These funds will go directly into the systems that make Texas stronger: education, healthcare, transportation, and energy.

Education:
With dedicated cannabis tax revenue, Texas can reduce its reliance on property taxes to fund schools, raise teacher pay, and expand access to early childhood education. Every dollar invested in public education helps build the foundation for a more skilled, competitive workforce.

Healthcare:
Legalization provides a sustainable funding source for expanding mental health care, strengthening rural hospitals, and improving access to addiction treatment. By reinvesting in community health, Texas can improve outcomes and ensure no family is left behind due to geography or income.

Transportation:
Modernizing Texas transportation is essential for economic growth. Cannabis revenue will help expand bus rapid transit and light rail in major metros, advance high-speed rail connections like the Dallas–Houston corridor, and upgrade highways and smart infrastructure with electric vehicle charging networks. These investments make travel safer, faster, and more efficient for millions of Texans.

Energy & Renewables:
The 2021 winter storm exposed deep vulnerabilities in our grid. With targeted reinvestment, we can strengthen grid reliability through weatherization, modern transmission, and energy storage. Texas already leads the nation in wind and ranks near the top in solar power — legalization revenue can help double our renewable workforce, making Texas a global leader in both traditional and clean energy.

Why It Matters

Cannabis legalization is a pragmatic solution that advances justice, boosts our economy, and funds the future. It frees law enforcement to focus on serious crime, ends the criminalization of minor possession, and creates billions in revenue without raising taxes on working families. Most importantly, it reinvests those dollars directly into schools, healthcare, transportation, and a resilient energy grid — the building blocks of a strong and competitive Texas.
